The EHD will maintain the AC on the inspection report until all site work is finished. a. The drainage <br /> system shall be designed and maintained to: - Ensure integrity of roads, structures, and gas monitoring and <br /> control systems; - Prevent safety hazards; and - Prevent exposure of waste. b. Cover exposed waste. <br /> X 20830 - Litter Control <br /> Comments: Construction/demolition debris and junk material was observed scattered on the north side of the <br /> residence and across the surface of the landfill. The EHD will maintain the AC on the inspection report until all <br /> site work is finished. a. Litter shall be controlled, routinely collected and disposed of properly. Windblown <br /> materials shall be controlled to prevent injury to the public and personnel. Controls shall prevent the <br /> accumulation, or off-site migration, of litter in quantities that create a nuisance or cause other problems. b. <br /> Remove junk and debris material accumulated on the north side of the residence and across the surface of the <br /> landfill. <br /> Inspection Report Comments: <br /> Andres and Olga Gomez are the new property owners. A Notice to Abate was mailed to the new property owners on May <br /> 7, 2018 instructing owners to submit a plan to investigate buried waste on site. The owners agreed to do the site <br /> investigation in the presence of the EHD and a hired licensed contractor. The EHD received site work plan from the <br /> Fremouw Environmental Services on July 3, 2018 and found it incomplete. <br /> The property owners learned after the sale that the previous landowners had used the premises as an illegal dump site <br /> with U.S. Bank Trust N.A. as lien holders. Altisource, which acted as Trustee for sale, is working as the agent for the <br /> seller, U.S. Bank Trust N.A., to meet all legal requirements to remove all possible sources of wastes on the property, <br /> including areas used for dumping. The lawsuit will be filed shortly. <br /> March 22, 2019 spoke with Tony Hamer. He stated that the case was file in Stockton Superior Court Case STK-CV- <br /> UF-2019-0002551. The tentative hearing date is 8/26/2019 in Stockton.
