Enclosed is the report of the incident, which reveals that this was not a small <br /> spill and in fact impacted the storm drain system of the City of Manteca during a rain <br /> storm. This storm.drain system empties into the San Joaquin Delta watershed and would <br /> have been considered a major incident. <br /> I have included a full copy of the San Joaquin County EHD Fee Schedule, which is <br /> approved by the San Joaquin County Board of Supervisors. This Fee Schedule requires <br /> full fee recovery for all EHD programs.
