December 29, 2003 1205 S Main St Manteca CA <br /> Dina Ab- te' <br /> 11:45 Received a call stating a saddle diesel tank was punctured by rebar and diesel had <br /> spilled out. Contact Chief Haas from Manteca Fire. He said the spill is on Main St <br /> (Manteca) in front of the Wal-Mart parking lot and just before the westbound 120 <br /> onramp. <br /> 12:30 Arrived onsite meet with Chief Haas,.Sergeant Mike Cook (Manteca Police), and <br /> Art Bentley (SJCOES). They stated about 85 gallons of diesel spilled and some did get <br /> into the storm drains north of the spill area. Met the truck driver Ken Wyman with <br /> Redwood Empire Food Bank. Gave him a list of clean up companies. I explained he <br /> should find a clean up company to take care of the spillage and clean the storm drains. I <br /> recommended Manteca Public Works be contacted to block storm drains to prevent <br /> further contamination of the storm drain system. Chief Haas contacted Dane Jesse of <br /> Manteca Public Works who turned off the pump station west of the spill. I also <br /> recommended they confirm State OES was notified and they would also need an <br /> emergency EPA ID number. Supplied both contact numbers. Chief Haas notified State <br /> OES and received a 03-6696-control number. <br /> 1:30 Dane Jesse of Public Works came onsite. I asked him the capacity of the <br /> containment at the pump station and if he was concerned about the amount of rain <br /> coming down. He said the impacted storm-drains actually turned east (not west as <br /> previously thought)but there was another pump station he already turned off. He did.not <br /> know how long they could keep the pump station off because city streets would start to <br /> flood. Which direction the storm drains turned did not matter at this point because the <br /> clean up process had not begun. <br /> 1:50 Notified Fish and Game about the spill. <br /> 2:15 Brian Trefault of Safety-Kleen and Leonard of Universal Environmental arrived <br /> onsite to access the clean up required. Sergeant Cook and myself explained what had <br /> occurred. They said they had people on the way and would be onsite in about 2 hours. <br /> 2:30 Left spill site. <br /> 3:00 Explained spill status to Harlin Knoll who would over see the clean up this <br /> evening <br /> Harlin Knoll <br /> 6:00 Cleanup began by Universal Environmental. Road area cleaned. 15155 gal drums <br /> of solid absorbent generated. Street and storm drain cleaned,—3,000 gal of oily water <br /> generated. Abated <br />
