Forkas : <br /> We are pleased to submit this technical report outlining a <br /> recommended groundwater monitoring program for the wastewater <br /> facilities at the City of Lodi ' s White Slough Water Pollution <br /> Control Plant . The City provides wastewater treatment and <br /> disposal through these facilities . The treatment facility ,is <br /> operated under both a National Pollutant Discharge Elimination <br /> System (NPDES) permit and Waste Discharge Requirements (WDR) <br /> issued by the Regional Water Quality Control Board, Central <br /> Valley Region (RWQCB) . Some of the treated effluent generated <br /> at the facility is disposed of through storage ponds and <br /> irrigation while the remainder is discharged to White Slough <br /> via Dredger Cut . , The current WOR permit is Order No . 86-041 <br /> issued in 1986 . - Terms of that order include requirements for <br /> the City to conduct a groundwater monitoring program around <br /> the holding ponds . <br /> The recommended groundwater monitoring program generally <br /> complies with the requirements of Subchapter 15 of Chapter 3 <br /> of Title 23 of the California Administrative Code (Subchapter <br /> 15) . The objective of these requirements is to provide a <br /> sufficient number of wells at appropriate locations and depths <br /> to yield groundwater samples that are representative of <br /> background water quality and the quality of the groundwater <br /> "passing the points of compliance . " Well construction must be <br /> such as to prevent both surface pollutants from penetrating <br /> into the well and cross-contamination of the saturated zones . <br /> For Lodi, the points of compliance are the plant .boundaries <br /> that are hydraulicly up-gradient and down-gradient from the <br /> holding ponds . <br /> TREATMENT PLANT SITE GEOHYDROLOGY <br /> White Slough Water Pollution Control Plant is located <br /> southwest of the City, about a mile south of the intersection <br /> of State Route 12 and Interstate Route 5 .
