California Spray Dry <br /> 4221 Mariposa Road <br /> 1/13/01 <br /> 10:56a Received a call regarding a spill while fueling 25,000 gallon diesel AST. The call came <br /> from Bob Marty at AGE. Attempted to call but the line was busy. <br /> 11:20a Spoke with Bob Marty. The tank was filled yesterday(1/12/01) and the fuel is now <br /> bubbling up in a vacant field.Woolsey oil made the delivery. There`is an abandoned <br /> storm drain in the vacant field that outfalls at Duck Creek <br /> 12:45a Arrived on site.Met Jim Cornell at the front gate. He said, "I'm off this job" I didn't <br /> quite understand what he meant at the time. I later found out that he left because he <br /> was unable to get cooperation from the staff at CSD (California SppyDry) when he <br /> requested that they isolate the tank prior to his performing any excavation work. <br /> Met with Jeff Podesta of CSD he showed me the site and said that iWoolsey Oil was <br /> delivering a 7000 gallon load of diesel and they lost the load between the remote fill <br /> and the AST. <br /> I asked him for the State OES control number#89011301 (89 plica the date) <br /> Met with Jerry Ball of CSD (safety officer) <br /> ETA for Stockton Service Station to return to the site 1:30p <br /> 1:30p PG&E on site (Rueben). Discussion of underground utility locations Rueben gave <br /> his emergency phone number as 1 800 743 5000.Shop A. <br /> 2:00p Spoke with Jim Bennett. California Spray Dry. Requested that he review evacuation <br /> plan with employees that are currently working on site.Area has been isolated. <br /> CSD EPA# CAL000000967 <br /> Conducted a safety meeting for the responders according to the EIIVIlVIP. <br /> I <br /> 2:19p Back hoe in spill area. Excavation of remote fill pipeline begun. '. <br /> 4:05p Pipeline exposed,does not appear to be breached.Probably a surface spill from <br /> draining the hose.Area scraped. Approximately 30 yards of material stockpiled on <br /> site on plastic. <br /> 4:51p Left site. <br /> i <br />
