A
hose failed transferring fuel from a West Coast Tank Lines truck to an above ground tank. Approximately
100-200 gallons of fuel spilled on the cracked chip seal surface. A cleanup company applied absorbent to
the ground and cleaned up the surface contamination. The fuel which penetrated the cracks and holes in
the surface still remains at the site.
Violation: Please be advised that disposal of hazardous waste at an unauthorized point is a
violation of Health and Safety Code§25189.5.
Corrective Action: Have contamination from the diesel spill cleaned up by a properly trained
hazardous waste cleanup company and witnessed by EHD. Take samples of the soil to confirm
cleanup. The EHD must witness the soil sampling. Use a California certified laboratory for sample
analysis and have the laboratory submit the results to the EHD.
A"Notification of Hazardous Waste Discharge'report was filed with the California Department of Toxic
Substances Control and the Central Valley Regional Water Quality Control Board pursuant to Health and
Safety Code§25180.7. The site will be placed on the EHD list of contaminated sites in San Joaquin
County if the cleanup is not verified to be complete. Any questions can be directed to Garrett Backus,
REHS, at(209)468-2986.
Ole—,
Garrett Backus, REHS
Environmental.Health Department
4
