Garrett Backus [EH]
From: Garrett Backus [EH]
Sent: Monday, July 19, 2010 2:33 PM
To: 'Haines, Cheryl'
Subject: RE: Kent's Oil Service, Manteca, CA
Cheryl,
The Regional Water Quality Control Board contact for this case is Duncan Austin, (916)464-4712, Central Valley
Regional Water Quality Control Board, DAustin@waterboards_ca.gov. My agency referred the Kent's Oil case to him on
July 6. 1 forwarded the analytical results to him. Contact him to get closure of this case.
need to receive the stockpile analysis, profile information and non-hazardous manifest for the stockpile. I believe this
material is going to Forward landfill if the analytical results are in the acceptable range.
Garrett Backus
Senior Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
600 E Main Street,Stockton CA 95202-3029
telephone: (209)468-2986
fax: (209)468-3433
email: gbackus@sjcehd.com
From: Haines, Cheryl [mailto:Cheryl.Haines@arcadis-us.com]
Sent: Monday, July 19, 2010 1:41 PM
To: Garrett Backus [EH]
Cc: Hull, David; Hackman, Scott; Amy Paplanus
Subject: Kent's Oil Service, Manteca, CA
Good Afternoon Garrett,
ARCADIS received the following analytical results from the shallow native soil samples collected beneath
the chip seal and recycled asphalt base.
The TPH DRO concentrations reported by the laboratory ranged between 71 and 210 mg/kg. The
analytical laboratory provided a narrative indicating that the soil samples contained heavy-end material
consistent with asphalt. Based upon the laboratory information, the reported concentrations elutes in the
DRO range. The laboratory reported that SS-1 and SS-2 contained minor amounts of diesel fuel
hydrocarbons that appeared weathered.
Based upon the San Francisco Bay, Regional Water Quality Control Board, Environmental Screening
Level (ESL) look up table for soil (Table K-2), the ESL for TPH (middle distillates)for Worker's Protection
at a Commercial Property is 450 mg/kg.
Based upon the attached analytical results and interpretation by the laboratory, it appears that the diesel
spill has not impacted native soil beneath the chip seal and recycled asphalt layer at the Site.
Please feel free to call us if you have any questions or comments.
Cheryl Haines cheryl.haines@arcadisus.com
ARCADIS U.S., Inc.
