Patterson Pass Rd, Tracy, CA 95377 <br /> 10:00 am— <br /> ACDEH representatives Susan Hugo, Chief; Eric Englehart, Supervisor; Corinne Lowe, Hazardous Materials <br /> Specialist are onsite for a scheduled meeting with Shell Pipeline Company representatives Marc Oler, Ray Fisher, <br /> Shell Spokeperson, Shell's consultant Joe Morgan III with AECOM (Project Director); and Kristin Shelton, Water <br /> Resources Control Engineer with the State Water Resources Control Board(SWRCB), Central Valley Region. The <br /> purpose of the ACDEH site visit is to gather information related to the release and remediation activities and to <br /> observe the on-going remediation activities. <br /> Ms. Hugo and Ms. Shelton confirm and verbally agree to ACDEH's referral to the Central Valley Region Water <br /> Board of the investigation and clean up oversight related to this Shell pipeline release in Tracy(referral letter dated <br /> 5/24/2016, emailed to Ms. Shelton on 5/25/2016). Ms. Shelton states case is open in Geotracker, and requested that <br /> any inquiries received by Alameda County be referred to Brian Newman at the Water Board. Ms. Shelton stated <br /> that she will include ACDEH in further correspondence and/or updates on the progress of remediation related to this <br /> site. <br /> Shell representatives provide an overview of the incident and current status, stating that Shell is transitioning today <br /> from emergency response to remediation activities. The impacted pipeline is the San Pablo Bay pipeline spanning <br /> from Bakersfield to Martinez. The pipeline failure/loss of pressure is said to been documented on 5/20/2016 at <br /> 12:36 am pacific time, and the pipeline was remotely shut down by 12:39am. Robert Marshall from Shell Pipeline <br /> Company made notification of the release to OES on 5/20/2016 at 2:21 am. Excavation and clean up started by <br /> 10:00am that day. It was determined the breach was located at the 3 o'clock position of the pipeline and was <br /> approximately 18 inches long. Pipeline is buried approximately 7 feet below ground surface and there is a parallel <br /> pipeline which had previously been fully decommissioned and capped. An 80 foot segment of the damaged <br /> pipeline was removed and replaced, and a 20 foot section including the breached area was sent for forensics testing <br /> to determine the cause of the breach. Investigation included"pot holing"the area to determine lateral and vertical <br /> extent of release. Contamination is estimated to have reached a maximum depth of 15 feet below ground surface. <br /> Excavation is actively underway to remove impacted soil and replace with clean backfill. Approximately 500 bins <br /> are being utilized for the collection of excavated contaminated soil, each holding a maximum of 18 cubic yards. <br /> Soil sampling of bins was being conducted on the day of ACDEH's visit. Testing includes TPH, crude, <br /> naphthalene, BTEX. Visually impacted soil is being screened with a photoionization detector, and soil measured as <br /> above 200ppm is being sampled for laboratory analysis. The pipeline is currently being purged, and Shell stated <br /> that the pressure in the pipeline is 40% of standard operation. Presently, the heavy crude is being displaced to the <br /> refinery, following this light crude and nitrogen will be used to purge the pipeline in order to prepare for the <br /> introduction of water for hydrostatic testing (approximately 12, 000 barrels of water). <br /> Shell representative confirms that this is the second failure for this pipeline within 8 months and is located <br /> approximately 1868 feet downgradient from a September 2015 release, which had remediation conducted under the <br /> oversite of the SWRCB. Property owner is The Griffith Family, who has been notified of the release. The owner <br /> has reportedly authorized native fill from the property to be utilized as backfill as excavation continues. Shell stated <br /> that the pipeline was installed in 1989. Federal regulations require maintenance of lines and retention of <br /> maintenance documentation.
