UPS <br /> July 15, 1992 <br /> . Job No. 074-013 <br />' Page 7 <br /> Soil_Stockpiles <br /> Petroleum oil was detected in all stockpile samples; concentrations range from 59 to <br />' 130 ppm. The average of the measured oil concentrations is 86 ppm. Diesel was <br /> detected in samples from stockpiles A and C; the data indicate concentrations of 19 <br /> ppm and 4.8 ppm, respectively. Neither kerosene, gasoline nor BTEX compounds <br /> were detected in any of the stockpile composites. Various metals, both total and <br /> soluble, were detected in all stockpile composites at concentrations within the <br /> normally expected background range; all concentrations appear well below Title 22, <br />' STLC and TTLC limits. The results of the 96-hour fish bioassay testing indicate that <br /> no fathead minnows died during analysis. Reported bioassay LC-50 values are well <br /> within the non-hazardous range by Title 22 standards. <br /> For a detailed review of the test results, refer to the laboratory data in the Appendix <br /> and the sample locations and designations shown on Plate 4. <br /> . <br /> CONCLUSIONS <br /> The waste-oil tank excavation has been successfully overexcavated and backfilled <br /> with compacted aggregate base material. The chemical data indicate that "clean" <br /> excavation limits were engaged at a depth of 14 feet. The existing stockpiles have <br /> been characterized in accordance with SJCEHD requirements. We understand that <br /> you have selected one of the stockpile remediation/disposal alternatives discussed <br /> during the project and have chosen a contractor. Upon review of both this report and <br /> documentation of appropriate stocl<pile disposal, we would expect SJCEHD to close <br /> the waste-oil tank and stockpile issues. <br /> 1 <br /> STATEMENT OF QUALIFICATIONS <br /> Raney Geotechnical is a geotechnical and environmental engineering firm located in <br /> 1 West Sacramento, California. The firm was founded in 1979; current professional <br /> staff includes five engineers and three geologists. The firm was involved in <br /> environmentally related geotechnical and hydrological studies as early as 1981 , shortly <br /> after the enactment of the Superfund legislation. These early environmentally driven <br /> studies were performed for uranium and coal mining clients in the mountain west, and <br /> included regional geology, groundwater quality, soil chemistry, surface water <br /> hydrology, and geotechnical engineering. The firm has performed more than 100 <br /> Phase I and II toxic audits and/or assessments within the last year, and is used as a <br /> . consultant by a number of major banks.
