Inspector: Larry Williams <br /> Location: 1621 Broadway Stockton CA 95205 Date: 3-2-99 <br /> Time: 1330 <br /> Contact: Warren Snider, VP Operations Telephone: 444-0921 <br /> IL <br /> _Philip Bartko, Plant Engineer <br /> The purpose of this inspection was to verify the sewage disposal method of Western Square (WS). <br /> WS fabricates, cleans, and powder coats metal farm fencing, wine barrel racks, and water bottle <br /> racks. This industry is a metal finisher and regulated under 40 CFR Part 433.17 for sewer <br /> discharges. <br /> The sanitary sewer line was checked on Report Ave adjacent to WS. No flow was noted indicating <br /> a process wastewater discharge. The storm line was checked at the same location. This manhole <br /> had a lateral coming from the direction of WS, and had soapy wastewater entering the manhole. <br /> A sample was collected from the storm manhole for metals and pH, and sealed with evidence tape. <br /> Contact was made with Snider, and I requested to inspect the plant operations. He contacted <br /> Bartko, and asked him explain the manufacturing process. This company utilizes a three stage <br /> washer to clean and prepare metal pieces for powder coating. The first stage of the unit cleans <br /> the parts in a 3% solution iron phosphoric acid. The second stage is a clear rinse that overflows <br /> back to the first stage as make-up water. The third stage is a clear rinse that overflows and is <br /> pumped to dry wells on site. WS does not have a sewer connection. <br /> The cleaned parts are powder coated various colors and dried in a 450 degree oven. No painting <br /> occurs on site. <br /> Larger parts (water bottle racks) were being pressure washed using a 3% iron phos. solution by <br /> hand on 20' X 20' wash pad. This pad is exposed to stormwater and drains to the dry wells. <br /> No wastewater treatment is done on site. <br />
