Facility/Permit Number: <br /> WASTE TIRE FACILITY PERMIT 39-TI-1538 <br /> TPID # 1608939 <br /> 12. Legal Description of Facility: <br /> Assessor's Parcel Numbers(APNs) 193-020-44 and 193-020-46 <br /> 13.Findings: <br /> a. This permit is consistent with the standards adopted by the California Department of Resources Recycling and Recovery <br /> (CalRecycle)as required by 14 CCR,Division 7,Chapter 6. <br /> b. The design and operation of the facility is consistent with the Waste Tire Storage and Disposal Standards applicable to a major <br /> waste tire facility,pursuant to PRC Section 42820(Majors),et seq.and implementing regulations found in 14 CCR,Division <br /> 7,Chapter 3. <br /> c. A Negative Declaration(ND), State Clearinghouse No.2010032103,was prepared by the San Joaquin County Community <br /> Development Department acting as Lead Agency. The ND was circulated for a 30-day comment period from March 30,2010 <br /> through May 3,2010. The ND describes and supports the design and operation which will be authorized by the issuance of <br /> this permit. The ND was approved by the Lead Agency on June 3,2010. <br /> d. This permit does not release the permittee from their responsibility under any other existing laws,ordinances,regulations, or <br /> statutes of other government agencies. <br /> 14. Conditions-Site Specific: <br /> a. Between May 15"and September 15",the permittee shall store a maximum amount of 336,300 waste tires on site which <br /> may include no more than 40,000 whole waste tires. The storage limit includes the total of whole waste and altered waste <br /> tires greater than'/4 inch in size;altered waste tires shall be counted as PTE. <br /> b. Between September 16"and May 14",the permittee shall store a maximum amount of 40,000 waste tires. The storage limit <br /> includes the total of whole waste and altered waste tires greater than'/4 inch in size;altered waste tires shall be counted as <br /> PTE. <br /> c. A waste tire includes a repairable tire,scrap tires,baled tires,and altered tires,but does not include crumb rubber(less than or <br /> equal to 1/4 inch in size),tire derived product as defined in PRC 42805.7,or a used tire meeting the definition of PRC Section <br /> 42806.5. <br /> d. Waste tires in piles 2,3,and 4,as specified in the Site Plan shall only be stored from May 151 to September 15th;no waste <br /> tires shall be stored in piles 2,3,and 4 from September 16th to May 141h <br /> e. No waste tire pile shall exceed 50 feet in width or 10 feet in height. <br /> f. The following waste tire piles shall be maintained 50 feet or more from the lot line:Pile 1,sorting area,and B Drop Off. <br /> g. The following waste tire piles shall be maintained 40 feet or more from the lot line:Pile 2,Pile 3,and Pile 4. <br /> Page 2 of 7 <br />
