Waste Compliance and Mitigation Program Staff Report New Major Waste Tire Storage Facility Permit for Waste Recovery West, Inc. TPID No. 1101336 May 13, 2010 Background Information,Analysis, and Findings: This report was developed in response to an application received from the operator of Waste Recovery West, Inc., located at 4554 S. El Dorado Street in Stockton for a new Major Waste Tire Storage Facility Permit. The facility accepts waste tires from commercial haulers as well as common carriers and processes them into crumb rubber. Waste Recovery West, Inc. is moving from their current Livermore, CA location at the Vasco Road Landfill due to the following reasons: 1) Operating at the landfill limits their operation, both process and truck traffic,to the hours of operation of the landfill on Monday through Saturday, and which is closed on Sunday. 2)There is a lack of sufficient power availability (electricity)to expand their production capabilities, and 3) Stockton is more central to their transportation collection systems. Staff of the Waste Compliance and Mitigation Program, Permitting and Local Enforcement Agency Support Division received the application for a Major Waste Tire Facility Permit on February 11, 2010. On April 15, 2010 staff accepted the application as complete and correct. Pursuant to 14 CCR-Section 18425, CalRecycle has 180 calendar days from the date the application is accepted as complete to either issue or deny the issuance of a WTFP. CalRecycle is required to act by October 12, 2010. The following table summarizes the staff's findings relative to the permit application: Findings California Environmental A Negative Declaration(SCH#2010032103) Quality Act (CEQA) was circulated and adopted by the San Joaquin ®Acceptable County Community Development Department ❑Unacceptable in support of the issuance of a Major Waste Tire Facility Permit for Waste Recovery West, Inc. Compliance with Tire Staff of the Compliance Evaluation and Storage Standards, 14 Enforcement Division conducted an inspection Acceptable CCR, Sections 17350- of the facility on April 22, 2010. No violations ❑Unacceptable 17356 of State Minimum Standards or inconsistencies with the permit application were noted during the inspection. See additional compliance information below.
