Waste Compliance and Mitigation Program Staff Report <br /> New Major Waste Tire Storage Facility Permit for Waste Recovery West, Inc. <br /> TPID No. 1101336 <br /> May 13, 2010 <br /> Background Information,Analysis, and Findings: <br /> This report was developed in response to an application received from the operator of Waste <br /> Recovery West, Inc., located at 4554 S. El Dorado Street in Stockton for a new Major Waste <br /> Tire Storage Facility Permit. The facility accepts waste tires from commercial haulers as well as <br /> common carriers and processes them into crumb rubber. <br /> Waste Recovery West, Inc. is moving from their current Livermore, CA location at the Vasco <br /> Road Landfill due to the following reasons: 1) Operating at the landfill limits their operation, <br /> both process and truck traffic,to the hours of operation of the landfill on Monday through <br /> Saturday, and which is closed on Sunday. 2)There is a lack of sufficient power availability <br /> (electricity)to expand their production capabilities, and 3) Stockton is more central to their <br /> transportation collection systems. <br /> Staff of the Waste Compliance and Mitigation Program, Permitting and Local Enforcement <br /> Agency Support Division received the application for a Major Waste Tire Facility Permit on <br /> February 11, 2010. On April 15, 2010 staff accepted the application as complete and correct. <br /> Pursuant to 14 CCR-Section 18425, CalRecycle has 180 calendar days from the date the <br /> application is accepted as complete to either issue or deny the issuance of a WTFP. CalRecycle <br /> is required to act by <br /> October 12, 2010. <br /> The following table summarizes the staff's findings relative to the permit application: <br /> Findings <br /> California Environmental A Negative Declaration(SCH#2010032103) <br /> Quality Act (CEQA) was circulated and adopted by the San Joaquin ®Acceptable <br /> County Community Development Department ❑Unacceptable <br /> in support of the issuance of a Major Waste <br /> Tire Facility Permit for Waste Recovery West, <br /> Inc. <br /> Compliance with Tire Staff of the Compliance Evaluation and <br /> Storage Standards, 14 Enforcement Division conducted an inspection Acceptable <br /> CCR, Sections 17350- of the facility on April 22, 2010. No violations ❑Unacceptable <br /> 17356 of State Minimum Standards or inconsistencies <br /> with the permit application were noted during <br /> the inspection.
