Material sale offsets cannot <br /> be used in considering the cost to remove all ties and close the facility. As we discussed <br /> in our site visit with you on February 26, 2015, please submit a new cost estimate, which <br /> does not assume the sale of any materials. As indicated on the form, the cost must be <br /> that of"hiring a third party" to remove the tires from the site in an approved manner. <br /> Also, as discussed with you, after a cost for closure is agreed upon, we may require <br /> some form of promissory documentation before finding your application complete and <br /> correct. Final financial assurances documentation would then be required before a <br /> revised permit is ultimately issued. <br /> • CalRecycle Form 504—Operating Liability—The liability insurance form we received <br /> expired on January 30, 2015. <br /> • Site Diagram —As we discussed in our site visit, the site diagram should be adjusted to <br /> provide more information on what is occurring in each labelled building or structure, <br /> either on the diagram or on a separate piece of paper. All locations storing/processing <br /> waste tires (as well as TDP) should be shown. Also, describe the methodology (either <br /> on the diagram or separately) that will be employed for marking the precise location of <br /> each of the TDA piles so that they meet outdoor storage requirements. <br /> • Provide information on the disposition of structure where TDA Pile#1 on your diagram is <br /> located. As we discussed, you were considering removing the walls, which would qualify <br /> this as non-inside storage if you choose to do so. <br /> Please address the above deficiencies with the rejected application package and submit a <br /> revised application within 30 days of the date of this letter.
