INITIAL STUDY, CONTINUED <br /> Project Description <br /> This project is a Revisions of Approved Actions application to permit outside storage of Tire Derived <br /> Aggregate during the dry season. The previously approved Use Permit application is to <br /> remanufacture scrap tires into aggregate base material to be used for roads and public works <br /> projects. The project is located on the east side of EI Dorado Road, 2700 feet north of French Camp <br /> Road, south of Stockton. The General Plan designation is Limited Industrial and the zoning is <br /> Limited Industrial. <br /> Environmental Issues <br /> 3.b. Plant/Animal <br /> The Natural Diversity Database does not list any rare, endangered, or threatened species or <br /> habitat on or near the site. Referrals have been sent to the San Joaquin Council of Governments <br /> (SJCOG)for review. If SJCOG determines that the applicant may participate in the San Joaquin <br /> Multi-Species Habitat Conservation and Open Space Plan (SJMSCP), and if the applicant <br /> chooses to participate, then the proposed project is consistent with the SJMSCP, as amended, as <br /> reflected in the conditions of project approval for this proposal. Pursuant to the Final EIR/EIS for <br /> the SJMSCP , dated November 15, 2000, and certified by the San Joaquin Council of <br /> Governments on December 7, 2000, implementation of the SJMSCP is expected to reduce <br /> impacts to biological resources resulting from the proposed project to a level of less-than- <br /> significant. If the applicant chooses not to participate, then the applicant will be required to <br /> participate in a similar mechanism that provides the same level of mitigation. <br /> 13.a and b. Land Use <br /> The outside storage of TDA during the dry season is permitted as an accessory use to the main use <br /> which is the remanufacturing of used tires into aggregate base material. The remanufacturing of <br /> used tires into aggregate base material is classified under the General industrial-Intermediate Use <br /> Type. This Use Type may be conditionally permitted in the Limited Industrial zone with an approved <br /> Use Permit. The surrounding uses are all industrial.With the conditions of approval, this project will <br /> have a less than significant impact on land use and the surrounding properties. <br /> Rwf* <br /> Initial Study -7 - Rev 5-00 <br />
