South San Joaquin Irrigation District
DRAFT Lead Assessment&Soil Relocation Work Plan
For Discussion Purposes Only. Do Not Distribute July 5, 2017
Up to approximately 100 lead pellets/sq ft are present on the canal banks and road and
approximately 10 lead pellets/sq ft are on the canal bottom. Shot sizes for trap shooting include 7 '/2,
8, and 8 '/2. These sizes translate to a diameter of 0.095", 0.090", and 0.085", respectively.
3.0 Soil Sampling and Testing
Soil samples will be collected on SSJID's property using the grid shown on Figure 5. Depending on
field conditions, samples will be collected by either shovel and hand trough or a driven brass sleeve
sampler.
The grid on Figure 5 consists of thirty three (33) 50' x 50' squares. Initially, two samples will be
collected in the approximate center of each grid.
The first sample will be collected from a depth of between 0-12 inches and analyzed to determine if
soil with visible lead pellets in it meets the criteria for California Restricted hazardous waste and/or
Resource Conservation and Recovery Act (RCRA) hazardous waste by exceeding the lead Total
Threshold Limit Concentration (TTLC) of 50 mg/Kg. Depending on the laboratory results, additional
testing to assess the Soluble Threshold Limit Concentration (STLC) may be done. Depending on
both STLC and TTLC results, Toxicity Characteristic Leaching Procedure (TCLP) analysis may also
be conducted.
If the first sample meets or exceeds hazardous waste criteria, a second sample will be collected
beneath the first sample and approximately 6" beneath the deepest location that lead pellets are
observed and analyzed to confirm that soil in this horizon does not exceed hazardous waste criteria.
If soil in this horizon exceeds hazardous waste criteria, additional deeper sample(s) will be collected
at 6 inch intervals and analyzed until soil does not exceed hazardous waste criteria.
All samples will be analyzed by EPA Method EPA 7420, EPA 6010 equivalent. Sampling
equipment will be thoroughly cleaned be en sample locations to prevent cross-contamination.
One (1) duplicate and one (1) equipment blank sample will be collected during collection of every 20
field samples for QA/QC purposes and in order to assess sampling accuracy and precision.
Page 9 Blankinship & Associates , Inc .
