SANJ O AQ U I N Environmental Health Department <br /> UNTY <br /> Complaint Record Daily Time and Activity Summary from 6/21/2013 to <br /> 6/2V2020 for 000042729 located at <br /> 25195 E RIVER RD <br /> Activity Date Recorded by <br /> 01/03/2017 Gun range requirements research. PE 2200 MANZO <br /> 90 min SC 007 <br /> 01/04/2017 Onsite for a complaint follow up: PE 2200 MANZO <br /> 180 min 12:25 pm-arrived onsite, went around looking for someone, I finally located Mr. SC 544 <br /> Tony Williams in the back of the property, he is the caretaker of the range <br /> (209-568-8046 cell,209-838-3351 work). He indicated that the range has been in <br /> operation since 1947, and agreed to walk me around and answer questions. He <br /> reluctantly agreed for to me to take pictures, indicating that since the property is <br /> not fenced it's pointless to refuse pictures. Tony indicated that a cleanup company <br /> is retained every 4 years or so to come in and recycle the lead, he didn't recall the <br /> name of the company they employ or had any records in connection with this <br /> recycling. Tony pointed to the metal pellets on the ground when I asked about the <br /> lead. Small grain sized lead particles (<=1/4-1/8-inch in diameter)were observed <br /> throughout most of the shooting range. Two types of shooting activities take place <br /> at this facility, a target practice and a flying target(clay plates) "pigeon" shooting. <br /> Clay fragments were noted on the ground in the middle of the property, Tony <br /> indicated that clay particles are biodegradable and no lead recycling takes place in <br /> the"clay" area due to the trajectory of the shot not much lead makes it into that <br /> area. Upon inspection no obvious lead "shots"were observed in that"clay" area. A <br /> covered deep trench structure with trap doors was observed in front of the target <br /> practice hill, targets are moved up and down via these trap doors. Lead was noted <br /> in and around this trench. Tony had walked with me to the top of the retention hill <br /> located next to the norther property boundary, the adjacent property is owned by <br /> San Joaquin Irrigation District. Lead shot pellets were observed offsite next to the <br /> San Joaquin Canal. Discussed the issues with the offsite lead migration and the <br /> need for its abatement. He disagreed with the merit and necessity offsite lead <br /> remediation and indicated that there is not that much lead that's offsite and that it <br /> will probably be taken care by people scavenging for lead at their property and <br /> indicated that they need to clean offsite lead they will probably go out of business. <br /> Tony indicated that they will probably need to install curtains like some other <br /> ranges he knows to prevent offsite migration. I provided a notice to abate(NTA) <br /> and discussed the importance of lead migration prevention, lead remediation. I <br /> also provided a DTSC fact sheet on shooting ranges. I also requested copies of <br /> their recycling records for lead removal. Tony was reluctant to sign the NTA and <br /> decided against signing it, however he took a copy of the NTA and indicated that <br /> they have a Club Board meeting next week and he will present it to the Board. <br /> 01/04/2017 Gun range pollution research PE 2200 MANZO <br /> 60 min SC 007 <br /> 01/04/2017 Downloaded inspection pictures, discussed the complaint follow up with Michelle PE 2200 MANZO <br /> 30 min Henry (lead sr).
