South San Joaquin Irrigation District <br /> DRAFT Lead Assessment&Abatement Work Plan April 9, 2017 <br /> The grid on Figure 6 consists of 33 50' x 50' squares. One (1) sample location per grid will be <br /> identified in which four (4) samples will be collected as follows: surface, 6" below ground surface <br /> (bgs), and 12" and 18" bgs. Sampling equipment will be thoroughly cleaned between sample <br /> locations to prevent cross-contamination. <br /> One (1) duplicate and one (1) equipment blank sample will be collected during collection of every 10 <br /> field samples for QA/QC purposes and in order to assess sampling accuracy and precision. <br /> Initially, surface samples will be analyzed to assess compliance with the California Office of <br /> Environmental Health Hazard Assessment (OEHHA) California Human Health Screening Level <br /> (CHHSL) and to determine disposal requirements. Because the SSJID canal is a <br /> commerciallindustrial property, the applicable lead CHHSL is 320 mg/Kg. <br /> The initial soil samples will be analyzed using Total Threshold Limit Concentration (TTLC) <br /> methodology. Depending on the lab results, additional testing to assess the Soluble Threshold Limit <br /> Concentration (STLC) may be done. Depending on both STLC and TTLC results, Toxicity <br /> Characteristic Leaching Procedure (TCLP) analysis may also be conducted. If a sample is analyzed <br /> and lead is reported as below 50 mg/Kg, the sample(s) beneath it are assumed to be lower in <br /> concentration than the sample above it and therefore will not be analyzed. <br /> 3.4 Excavation, Disposal, and Transportation <br /> Based on the results of Task 3.3, soil will be classified as non-impacted (i.e., less than the CHHSL of <br /> 320 mg/Kg), Non-Hazardous Waste, Non-Resource Conservation and Recovery Act (RCRA) CA- <br /> Restricted Hazardous Waste, or RCRA Hazardous Waste. Depending on the classification, the soil <br /> may stay in place, will be returned to the ESC, or disposed of at an appropriate landfill. Copies of <br /> hazardous waste manifests and disposal records, if any, will be submitted to SJCEHD within 30 <br /> days. <br /> 3.5 Closure Report <br /> A report will be prepared that describes the details and results of tasks 3.1 through 3.4 and will be <br /> signed by a licensed California Civil Engineer. <br /> Page 14 Blankinship & Associates , Inc . <br />
