Please <br /> address the following items in your resubmittal: <br /> 1. The RWD does not address the feasibility of reusing the wastewater. Many <br /> dischargers find that reuse is more cost effective than discharging the waste and <br /> performing all the monitoring that will be required to demonstrate the discharge is not <br /> degrading groundwater quality. Staff expects that if Waste Discharge Requirements <br /> (WDRs) can be prepared for this discharge, ground water monitoring wells and <br /> quarterly monitoring of the wells will be required in addition to monthly or weekly <br /> effluent monitoring. <br /> 2. Please provide information on the status of the California Environmental Quality Act <br /> (CEQA) completion date. If a CEQA document has been adopted, please transmit <br /> the final document. <br /> 3. The certification of Form 200 is signed by John Schroeter; it is unclear if you are the <br /> proper person to sign the certification. Please review the instructions for Form 200 <br /> and clarify if you hold the title of principal executive officer or ranking <br /> elected/appointed official. Revise Form 200 as needed. Form 200 is available at: <br /> http://www.waterboards.ca.gov/sbforms/form200.pdf. <br /> 4. Section 4.4 of the RWD lists the beneficial uses of Hydrologic Basin No. 531.20 but <br /> does not mention the following beneficial uses listed in the Water Quality Control Plan <br /> (Basin Plan): warm freshwater habitat; cold freshwater habitat; migration of aquatic <br /> organisms; spawning, reproduction, and/or early development; and wildlife habitat. <br /> California Water Code Section 13263 requires Waste Discharge Requirements <br /> (WDRs) to consider the beneficial uses as defined in the Basin Plan. <br /> 5.
