Buena Vista LOP SITE: 0001714
Stockton, Ca. 95203
San Joaquin County Environmental Health Department (EHD) is the lead agency providing
oversight for investigations and cleanup of releases from underground storage tanks (UST)within
San Joaquin County. In February 1987, a gasoline UST was removed from the above referenced
site and petroleum odor was detected in soil by EHD staff. The test results of the soil sample
collected at the time of the UST removal were non detect for gasoline contaminants, but the
laboratory detection levels were elevated. On 18 February 1994, EHD informed Servisoft of
Central Valley that further site investigation would be required to determine the full extent of soil
and groundwater contamination.
An environmental site assessment was conducted on 25 February 2005. Soil and groundwater
samples were collected. The analytical results confirmed contamination existed in the area of the
former UST. On 27 April 2005, EHD placed the site in the Local Oversight Program for further
investigation and cleanup.
In December 2005 four monitoring wells (MW)were installed. Only MW-1 evidenced detectable
soil or groundwater contamination. The analytical results of the soil and groundwater samples
from MW2, MW3, and MW4 were all below detection limits. The soil and groundwater
contamination from the UST release appears to be limited to the immediate area of the former
UST where MW-1 is located.
A well receptor survey of domestic, municipal, agricultural, and industrial wells within a 2,000-foot
radius of this site was conducted. There does not appear to be any nearby receptors that are
threatened by the unauthorized release.
EHD received a corrective action work plan (CAP) prepared by Geo-Phase Environmental dated
12 December 2006. The CAP contains a feasibility study and cost analysis for several site
remedial alternatives. The excavation of the contaminated soil in the immediate area of the
former UST and extraction of groundwater from the open excavation was selected as the desired
remediation method.
In a letter dated 24 January 2007 EHD required additional investigation to further define the limits
of soil and groundwater contamination prior to approving the proposed soil excavation and
extraction of groundwater.
