1.0 INTRODUCTION <br /> Environeering, Inc. (EI) has been contracted by Chemical Transfer Co. (Chem. Tr.)to <br /> oversee the cleanup at 1033 Stokes Avenue, Stockton, CA,resulting from a release of <br /> hydrochloric acid from a rail car on November 25, 2001. <br /> Chem. Tr. operates a bulk chemicals transfer terminal at 1033 Stokes Avenue, Stockton, <br /> CA. The company transfers materials from rail cars to truck trailers for delivery to users <br /> in the Stockton area. <br /> At approximately 5:30 AM on November 25, 2001, Mr. Jack Bishop, Environmental <br /> Manager, California Tank Lines and Chem. Tr., was notified of an accidental release of <br /> 220 baume hydrochloric acid at the Stokes Avenue terminal. Upon arrival at the terminal, <br /> Mr. Bishop determined that the release was from the dome of a rail car. After donning <br /> appropriate protective equipment,he was able to stop the release, and,with help from <br /> Nemergency personnel who arrived on the scene, initiate neutralization of the acid to <br /> mitigate its effect on the environment and the surrounding area. <br /> Mr. Bishop estimated that approximately 100 gals. of 220 baume hydrochloric acid were <br /> released from the rail tank and ran down the tracks. The acid was generally confined to <br /> the track area between the rails. Remediation efforts involved neutralizing the <br /> hydrochloric acid with lime rock. The lime rock was spread over the contaminated areas. <br /> Initially, the hydrochloric acid produced hydrogen chloride fumes, which were dispersed <br /> by the wind. The fuming stopped as the acid was neutralized by the lime rock. <br /> 2.0 WORK PLAN <br /> The contaminated area is under a rail siding, making soil removal for treatment or <br /> disposal impractical. Therefore, cleanup will be insitu neutralization of all hydrochloric <br /> acid contaminated soil to a pH above 7. Specific actions to be taken include: <br />
