EL RANCHO ROCK & SAND, INC. QUARRY <br /> INVESTIGATION REPORT #2 <br /> SURFACE STAINS & SPILLS <br /> _ PAGE I <br /> 1.0 INTRODUCTION <br /> The El Rancho Rock & Sand, Inc. (El Rancho) Quarry is a small sand and gravel processing <br /> facility located at 8020 Waverly Road in Linden. Processing operations at the plant ceased in <br /> September of 1993, and the plant processing equipment was dismantled and removed from the <br /> site in December of 1993. The approved Reclamation Plan is being implemented by Condor <br /> Earth Technologies, Inc. (Condor), on behalf of El Rancho, under the direction of the San <br /> Joaquin County Community Development Department. The site location is illustrated as Figure <br /> 1, Location Map. Figure 2, Site Plan, summarizes the site features relevant to the reclamation <br /> operation currently in progress. <br /> Implementation of the approved Reclamation Work Plan (Reclamation Plan) started on April 11, <br /> 1994 and includes earthmoving, grading, and recontouring activities, as well as the demolishing <br /> and removal of mass and reinforced concrete. It had been anticipated that areas of potential <br /> contamination may be encountered in the near-surface and subsurface soil materials beneath or <br /> near the plant facility as well as in other areas of the site. A Work Plan, dated April 22, 1994, <br /> was submitted to the San Joaquin County Department of Environmental Health (SJCDEH) that <br /> describes the procedures for addressing the potential contamination. Additional site background <br /> information is included in the Work Plan and in Investigation Report #1. <br /> In accordance with the Work Plan, this Investigation Report (Report #2) has been prepared to <br /> address the visible surface stained soil and known spills present in numerous isolated areas <br /> — around the site. Areas previously identified by San Joaquin County as apparent contamination <br /> adjacent to "concrete pads" are included. As designated in the Work Plan, this potential <br /> contamination is classified as "Type 2 and Type 3 Contamination". The locations of various <br /> --• containers of apparent hazardous materials are also identified. <br /> 2.0 STATEMENT OF THE PROBLEM <br /> There are potentially contaminated soils at the facility, in work areas which predate the recent <br /> plant facility operations. A scrap yard, or "bone yard" of abandoned equipment was present <br /> _ near the eastern edge of the property. Some equipment in this area dates from the old "Linden <br /> Aggregates" operation. Operators of the El Rancho Rock & Sand, Inc. quarry stated to Condor <br /> in 1991 that they were told to leave this equipment alone years ago, as it was part of a <br /> bankruptcy proceeding relating to the Linden Aggregates operation. The land owner, Ross <br /> Purviance, has subsequently salvaged much of the equipment and material that was present in <br /> the bone yard. Several fuel and other tanks remain in the bone yard, as well as cans and drums <br /> that contain oily materials. Many of these tanks, as well as the oily materials, appear to have <br /> originated from the salvaged equipment. Dark spotting on the ground surface in these areas <br /> appears to be indicative of old oil and diesel fuel spills. These areas have been mapped and <br /> photographed, and the locations of these areas are shown in Figure 4. <br /> n <br /> _ L� CONDOR <br />
