QUARRY S=RECLAMATION <br /> EXCAVATION OF CONCRETE SLABS, PHASE I RECLAMAITON <br /> Dear Mr. Wilson: <br /> Condor Earth Tec:hnotogies, Inc., (Condor) is proceeding with Phase I of the reclamation of the <br /> El Rancho Rock & Sand, Inc., Quarry site per the approved Reclamation Plan and under the <br /> direction of"tom Gau of Development Services. <br /> Condor is prepared to begin excavation of the "concrete pads" and "concrete containment" <br /> illustrated on the attached Drawing #02, Site Grading Plan. These two small concrete pads and <br /> the concrete containment structure for above ground storage tanks are in an area which was <br /> previously exarnined by Mr. David Irey, Deputy DA, in Segtemtw-r of 1993. This area was <br /> addressed in the report titled Visual Survey, with Soil S�It1�llit7�, September 20, 1993, by <br /> Artesian E,nvironinental Consultants. . <br /> Mr. Irey directed El Rancho, in a telephone conversation to their legal counsel, Ms. Deborah <br /> Fialkowsld, out hrtarch 4, 1994, to notify the Department of Environmental.Health(DEH) of the <br /> time when excavation of these structures was to take place. He slzted that this notification will <br /> give the DEH the opportunity to observe the demolition and removal of the structures, and to <br /> take sail samples if they wish. Excavation of these structures will take place under the direction <br /> of a: Certified Engineering Geologist from Condor, and samples will be collected by Condor of <br /> any questionable ma-terials encountered, <br /> The attached Drawing #f 01, Grading Specificativns, states that "A representative of the San <br /> Joaquin County Degaftment of Environmental 'Health shall be present during the removal of the <br /> concrete pads in rase any unanticipated hazardous materials or contamination are uncoverred." <br /> This specification was inserted into the subwn=tor drawings to prevent any unsupervised <br /> excavation from taking place in this area. Drawing # 01 additionally states that "Should <br /> hazardous materials or contamination be encountered in any excavation, work will cease in that <br /> area.• Any remediation of potentially hazardous materials or contamination will take place with <br /> the approval of DEH and as described in the Work Plan to Address P tentiall C ntarainated <br /> So;.is submitted for your review and approval. <br /> ENVIRONMENTAL 0 GEOLOGICAL ENGINF-F-TING • GEOTECHNICAL <br />
