SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DEPARTMENT
a 600 E Main Street Stockton • CA 95202
.AMI. (209)468-3420 • Fax: (209) 468-3448 • Web:www.sigov.org/ehd
EMERGENCY RESPONSE INVESTIGATION REPORT: INCLUDE CHRONOLOGICAL HISTORY,RECOMMENDATIONS,CLEANUP aye HI DISPOSITION)
GB August 9, 2011: 1 responded to the ER call and met Connie Mitchell of AT&T on site. Large batteries used by
AT&T were stored outside behind the building. AT&T is vacating the building. The batteries were vandalized and
battery acid spilled onto the pavement and acid flowed into the storm drain. The storm drain catch basin contained
liquid which measured to be pH 1. Connie and I measured the pH using Environmental Health pH paper. The
storm drain catch basin directly down stream of the spill catch basin also contained liquid.
Clean Harbors arrived on site at approximately 2 pm and initiated the cleanup- Clean Harbors containerized the
absorbent and battery waste and power washed the driveway. The storm drain wash out and driveway power
wash rinsate is being stored on site in a large poly tank until it can be profiled for disposal-
Three poly 55 gallon drums of absorbent and battery waste were hauled from the site as hazardous waste with
hazardous waste manifest 003990819FLE. The remaining batteries are intact and can be redeployed according to
Connie Mitchell.
Clean Harbors pumped out the catch basins and hydrojetted the lateral storm drain pipes. I left the site at 4:15 pm
with Clean Harbors still working on the lateral storm drain pipe hydrojetting.
Completed Prop 65 notification
8/9/11 MN
Arrived on site at 5.00pm and met with Brian Toledo. He informed me that finally he had located all the manholes
that needs to be cleaned. Several hundred gallons of water was used to clean the acid in the storm drains.
Approximately 500 feet of line was cleaned. The cleaning was monitored using pH paper and once it reached a pH
of 7 the cleaning was stopped. The asphalt impacted by the battery acid spill was also cleaned to pH 7. All the
liquid generated was stored on site for profiling and disposal at a later date. A person was on site for security of the
tank. The batteries that were not impacted was taken by Clean Harbors. Left the clean up area at 7.30pm.
8-10-11 GB
Printed inspection photos and completed documentation.
-t5- it v
&—" c-1;I 0 --A 3z-4 Mills = C •bc,
b-Ot- I '4 -F(.- 17 ._ 1 res
`a -L(,_r7
b( l( o-e
71
rn
7- S'S'"-Q o21I07 FLc-
SDS Co a we st C?7 99aP1 41,
Rev.08/16/10 Page 3 of 3 ER Record
