The report seeks approval to backfill the existing excavation with soil
from stockpiles SP-3 and SP-4. These two stockpiles may be returned to the excavation.
The levels of contaminants in SP-1 and Sp-2 are slightly above and at detection limits
respectively and require additional treatment. An air pollution permit or exemption shall be
obtained from the Air Pollution Control District (APCD) for aeration of the remaining
hydrocarbons in stockpile SP-1 and SP-2.
Because only two of the stock-piles may be returned to the excavation at this time PHS/EHD
recommends the use of native soil as additional backfill material to fill the excavation to surface
grade.
In the April 14, 1994 workplan submitted by Geological Audit to PHS/EHD a request to defer
installation of monitoring wells until the soil stockpiles had been remediated was granted by
PHS/EHD. At this time PHS/EHD considers progress on the stockpiles to be near completion.
Implementation of the groundwater investigation shall begin promptly.
Permit #93-2073 for installation of three monitoring wells by V and W Drilling is current until
October 12, 1994. If the wells are not installed on or before that date a new permit application
and fees shall be submitted to PHS/EHD.
A Di}ision of San Joaquin County Health Care Services
