1 <br /> GEOMATRIX <br /> Ls <br /> Reuse of Excavated Soil <br /> L` Because this oil-affected soil dose not pose an unacceptable risk to human health or the <br /> environment, it can be reused at the site. However, oil-affected soil cannot be reused on site or <br /> L <br /> disposed of off site without prior approval by the PHS-EHD. Upon excavation of oil-affected <br /> soil, the following steps should be taken: 1) segregate and stockpile oil-affected oil on site; 2) <br /> notify the PHS-EHD; and 3) evaluate the final disposition reuse options under the guidance of <br /> the PHS-EHD. The PHS-EHD will be available to provide a timely visual inspection of the site <br /> L <br /> conditions and approve the final disposition of the oil-affected soil. This approval process is not <br /> intended to stop work during excavation; earthwork may proceed during the PHS-EHD's <br /> evaluation. Since petroleum hydrocarbon odor and crude oil residue may be present in the soil, <br /> consideration should be given to where the soil is placed. Potential reuse options include <br /> placement of the soil back into the subsurface (e.g., in trenches and other excavations) or <br /> underneath surface coverings (e.g., roads, parking areas, or other paved structures). The <br /> following guidelines are recommended: 1) if used as trench backfill, do not place oil-affected <br /> soil in contact with underground utilities; 2) do not place affected soil as backfill for excavations <br /> if geotechnical properties are insufficient; and 3) do not place shallower than 2 feet bgs unless <br /> covered by pavement. If oil-affected soil is to be used under paved surfaces (sidewalks, roads, <br /> etc.), this soil may be stockpiled along with other soils that will be used for this purpose in a <br /> single stockpile. <br /> If oil-affected soil is not reused in the subsurface or underneath surface coverings and is to be <br /> disposed of off site, the soil should be stockpiled separately from other non-oil-affected soil <br /> t, excavated at the site, and CPL should be contacted(see contact list on last page). If affected soil <br /> is disposed of off site without CPL's prior knowledge, CPL will not be responsible for any cost <br /> L or liability associated with such disposal. This document is not an acknowledgment by CPL of <br /> liability for damages, costs, or fees in any way associated with oil-affected soils. In addition, it is <br /> L important to consult with the disposal facility regarding potential restrictions for accepting <br /> petroleum hydrocarbon-affected soil.
