GEOMATRIX
SOIL MANAGEMENT PLAN
SAN JOAQUIN COUNTY APN NO.`238-080-02
# (NICHOLAW PROPERTY)
Tracy, California
Ell,
INTRODUCTION
Geomatrix Consultants, Inc. (Geomatrix),has prepared this soil management plan-on-behalf of
Chevron Pipe Line Company (CPL) to address soil:handling issues that may arise during
development of the subject property, hereinafter referred to as the Nicholaw property. in Tracy,
r California(Figure 1). Geomatrix understands that activities associated with the development of
' the Nicholaw property will include construction of residential homes, grading, paving, and
.installation of subsurface utilities. During these activities, soil affected by degraded crude oil .
and Bunker C oil that may have been released from former crude oil pipelines may be
t
encountered along the northern edge of the property that fronts West Byron Road. The.oil-
affected soil has been evaluated for potential health risks based on a comparison to the results of
a human health risk assessment performed on similar oil-affected soils encountered in the
E vicinity of the subject parcel. This oil-affected soil has been determined by the regulatory
agencies not to pose a risk to human health or to the environment, as`discussed below.
i
This document is intended to provide information and guidance when and if soil affected by the
degraded crude oil/Bunker C oil is encountered or excavated during the site development,
improvement, or maintenance activities. This document is intended for distribution to the
developer, the construction contractor, the San Joaquin County Public Health Services,
Environmental Health Department (PHS-EHD), the State of California Department of Toxic
Substances Control (DTSC), the City of Tracy, and any other applicable parties. It is
recommended that the presence of the affected soil and this management plan be referenced by
the City,of Tracy (either building or public works departments) and the PHS-EHD when
k approving permits for construction or excavations.
U
IAWPD0CS%C34MMCH0SMP.130C 1
v
