It is written with a permanent treatment system in mind, but according to the RWQCB, it can be applied to our short term treatment. As discussed today on the phone, there are four treatment systems along Byron Road to treat the water from the • dewatering wells before it goes to one of the four discharge locations chosen by the City of Tracy. The four discharge locations are a detention basin, two to sanitary sewer, and one to a farm Feld. The two discharges to the sewer are not covered in this general order. As part of the general order, all property owners and residences within 500 feet of the other two treatment systems and the discharge locations need to be contacted and provided with a two week public comment period (which delays the start of the project). Therefore, ChevronTexaco has prepared a draft public notice for the City of Tracy West Side Channel Outfall Project water treatment which is attached for your informational purposes. After the public comment period is complete, the dewatering systems can be started and the excavation for the WSCO pipe can begin (once the groundwater table is drawn down).
