Box 6012 <br /> San Ramon, CA 94583 <br /> REQUEST FOR NO FURTHER ACTION REQUIRED, TRACY BYRON ROAD PROJECT, TRACY, <br /> SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted a request for No Further Action <br /> Required (NFAR), dated 1 December 2011 (Report), prepared by the SAIC Energy, Environment & <br /> Infrastructure, LLC (SAIC). Chevron has requested an NFAR closure determination for the Tracy <br /> Byron Road project (Project) which lies along West Byron Road between Van Sosten Road and <br /> North Corral Hollow Road, in central Tracy (Site). In 2003, crude oil impacted soil and groundwater <br /> was encountered during the excavation for the Westside Channel Outfall System (WCOS) that <br /> consisted of two 60-inch diameter storm drain pipelines installed beneath West Byron Road. The <br /> storm drain system was constructed to collect and direct storm water drainage within the City of <br /> Tracy. After WCOS completion, Chevron initiated characterization activities. <br /> Central Valley Regional Water Quality Control Board (Central Valley water Board) staff submitted a <br /> letter to Chevron, dated 2 February 2011 that the extent of crude oil affected soil and groundwater <br /> was delineated and an NFAR could be provided. Consequently, based on the 25 May 2011 Human <br /> Health Screening Evaluation (HHSE), and related supporting documentation which defined the <br /> extent of crude oil in soil and groundwater, the Site is a candidate for NFAR consideration. The <br /> Report was a summary of documentation required in support of an NFAR request as outlined in <br /> Section 6.5 of the Central Valley Water Board's Tri-Regional Board Staff Recommendations (2004). <br /> Due to the overall length, approximately 7,000 feet, the Project was discussed separately as Areas <br /> 1, 2, and 3. <br /> Included in the Report is a historical background summary and HHSE findings in which carcinogenic <br /> and non-carcinogenic risks were determined to be within acceptable levels. The estimated total <br /> cancer risk to a hypothetical future resident for Areas 1 and 2 was determined to be 3E-06 and <br /> 9E-07, respectively. These values indicate an acceptable excess cancer risk established by <br /> California Environmental Protection Agency (EPA) and the United States EPA. Using a construction <br /> worker exposure scenario the risk determined for Area 3 was estimated at 4E-07. This value does <br /> not exceed the de minimus level of 1 E-06 which does not present an unacceptable risk to a potential <br /> construction worker. <br /> In support of the NFAR request, a Soil and Groundwater Management Plan(s) (SGMP) needs to be <br /> submitted for the Site including a map depicting the Areas of the Site addressed by each SGMP. A <br /> copy of the SGMP will be provided to the San Joaquin County Health Services Department. <br /> Based on the project documentation, Central Valley Water Board staff concur that the Site qualifies <br /> for consideration for an NFAR.
