Michael Oliphant - 3 - 11 April 2013
Tracy Byron Road
Based on my review of the historical project file documents and investigative reports, crude oil impacted
soil and groundwater is limited in extent and has been adequately delineated. Future Site use and
access will likely be limited for uses related to the utilities, and the highway/UPRR corridor easements.
However, the HHSE for Areas 1 and 2 was conducted using a more conservative exposure scenario for
a potential onsite resident and a construction worker scenario in Area 3.
Use of the historical crude oil pipelines ceased over 40 years ago and SAIC concluded that no remedial
action is necessary to protect human health or ecological receptors and a risk management decision of
no further action could be made for the Site. I concur, based on the representations and certifications
of SAIC including the investigative findings and the HHSE, that residual petroleum hydrocarbons in soil
do not pose an unacceptable risk to potential future onsite residents in Areas 1 and 2 or by construction
workers in Area 3 under the conditions evaluated. The project characterization is considered complete
and the Site is a candidate for closure.
Consistent with other OVP/TAOC sites, Chevron needs to submit a site-specific Soil and Groundwater
Management Plan, and property owner Survey documentation.
