Michael Oliphant - 3 - 11 April 2013 <br /> Tracy Byron Road <br /> Based on my review of the historical project file documents and investigative reports, crude oil impacted <br /> soil and groundwater is limited in extent and has been adequately delineated. Future Site use and <br /> access will likely be limited for uses related to the utilities, and the highway/UPRR corridor easements. <br /> However, the HHSE for Areas 1 and 2 was conducted using a more conservative exposure scenario for <br /> a potential onsite resident and a construction worker scenario in Area 3. <br /> Use of the historical crude oil pipelines ceased over 40 years ago and SAIC concluded that no remedial <br /> action is necessary to protect human health or ecological receptors and a risk management decision of <br /> no further action could be made for the Site. I concur, based on the representations and certifications <br /> of SAIC including the investigative findings and the HHSE, that residual petroleum hydrocarbons in soil <br /> do not pose an unacceptable risk to potential future onsite residents in Areas 1 and 2 or by construction <br /> workers in Area 3 under the conditions evaluated. The project characterization is considered complete <br /> and the Site is a candidate for closure. <br /> Consistent with other OVP/TAOC sites, Chevron needs to submit a site-specific Soil and Groundwater <br /> Management Plan, and property owner Survey documentation. <br />
