Scott Mansholt <br /> Chevron Environmental Management Company ENVIRONMENT HEALTH <br /> 6111 Bollinger Canyon Road PERMITISERVICES <br /> San Ramon, California 94583 <br /> Subject: Soil and Groundwater Investigation Work Plan Addendum <br /> Tracy Byron Road <br /> Tracy, San Joaquin County, California <br /> Dear Mr. Mansholt, <br /> At the request of Chevron Environmental Management Company (CEMC), Science Applications <br /> International Corporation (SAIC) prepared this addendum to the July 2004 additional soil and <br /> groundwater investigation (SGI) work plan (work plan)1 at the Tracy Byron Road site (Figure 1). <br /> The investigation will be completed in accordance with the 2004 work plan. The Central Valley <br /> Regional Water Quality Control Board (RWQCB) accepted the work plan on September 29, <br /> 2004 (see Attachment A)2; since then significant new methods have been developed for soil SGIs <br /> on Chevron's Historical Pipeline Portfolio—Bakersfield to Richmond(HPP-BTR). One boring <br /> location has been eliminated from the original proposed work, and three boring locations have <br /> been moved. This letter communicates the proposed changes that will be implemented during <br /> the investigation. <br /> PREVIOUS ENVIRONMENTAL ACTIVITIES <br /> SAIC updated and submitted a revised work plan to the RWQCB in February 20073 after new <br /> methods were developed for Chevron's HPP investigations (e.g., collecting groundwater samples <br /> using pre-packed well screens and testing for General Minerals). Investigation startup was <br /> deferred until access was gained to five of the nine proposed borings in March 2007. An SGI <br /> was performed to define the extent of affected soil and groundwater at the site at boring locations <br /> SB-37 through SB-41 (see Figure 2), and an investigation report was submitted to the RWQCB <br /> 1.
