SOIL MANAGEMEIS T PLAN <br /> SAN JOAQUIN COUNTY APN NO. 238-040-02 <br /> (HIGHIET/MONTEROSS(I PROPERTY) <br /> Tracy, Californ a SEP 2 6 1996 <br /> ENVIRONMENTAL HEALTH <br /> PERMIT/SERVICES <br /> INTRODUCTION <br /> Geomatrix Consultants, Inc. (Geomatrix), has prepared this soil management plan on behalf of <br /> Chevron Pipe Line Company (CPL) to address soil handling issues that may arise during <br /> development of the subject property, hereinafter referred to as the Highiet/Monterosso property <br /> in Tracy, California(Figure 1). Geomatrix understands that activities associated with the <br /> development of the Highiet/Monterosso property will include construction of residential homes, <br /> grading, paving, and installation of subsurface utilities. During these activities, soil affected by <br /> degraded crude oil and Bunker C oil that may have bee i released from former crude oil pipelines <br /> may be encountered along the northern edge of the property that fronts West Byron Road. This <br /> oil-affected soil has been determined by the regulatory agencies not to pose a risk to human <br /> health or to the environment, as discussed below. <br /> This document is intended to be used as a tool for the parties involved when and if soil affected <br /> by the degraded crude oil/Bunker C oil is encountered or excavated during the site activities (i.e., <br /> property development, improvement,or maintenance activities). The parties involved include, <br /> but are not limited to, CPL,the developer, the construction contractor, the San Joaquin County <br /> Public Health Services, Environmental Health Department(PHS-EHD),the State of California <br /> Department of Toxic Substances Control (DISC), and the City of Tracy. It is recommended that <br /> the presence of the affected soil and this management Tolan be referenced by the City of Tracy <br /> (either building or public works departments) and the HS-EHD when approving permits for <br /> construction or excavations. <br /> KAWPD0CS\C34491S0Q.PLAN.D0C(WORD) Z <br />
