The subject document was prepared on behalf of Chevron Pipe Line Company (CPL)
by Geomatrix Consultants, Inc. (Geomatrix) and summarizes the previous environmental work
and recent groundwater monitoring activities at the property.
As described in the subject report, CPL requests that e'San Joaquin County Public Health
Services - Environmental Health Division (SIC-EHD) grant closure for the property. The closure
request is based on: 1) the petroleum hydrocarbons in the subsurface have not degraded the
groundwater, thus making this a soil only issue, 2)petroleum hydrocarbons at the site have been '
characterized or similar to those found on the nearby ividend Property, and 3)a Screening
Health Risk Assessment for the Dividend Property foulid that significant concentrations of the i
petroleum hydrocarbons (greater than concentrations at the.Highiet/Monterosso Property)pose
no significant risk to any future on-site residents. Accordingly, we conclude that the residual
petroleum present at the Highiet/Monterosso Property uses no significant health risk to the i
environment or future human receptors.
In conjunction with this assessment report and request or site closure, CPL will submit a Soil
Management Pian for the Highiet/Monterosso Property. The'management plan will address soil
handling issues that may arise during future construction activities on the property, such as utility
trenching or excavations for swimming pools. Considerations for soil excavation, reuse or
disposal are described.. The management plan will also include a contact list of the appropriate
parties to be notified should these issues arise. A draft copy of the plan will be submitted for your
review by August 2, 1996.
