(Geomatrix) is performing work on behalf of Chevron Pipe Line Company
(CPL) at three parcels located on West Byron Road in the City of Tracy. The parcels are referred to as
Monterosso (APN 238-040-02), McCormack (APN 238-040-01), and Nicholaw (APN 238-080-02).
Results of previous assessments at these parcels indicate the presence of petroleum hydrocarbon con-
stituents.in soil, possibly as a result of.releases from the nearby pipeline previously operated by CPL.
At this time, the available data suggest that groundwater iis not been impacted at these sites. Certain
parcels are scheduled to be developed for'residential"use in the near future. The owners of these parcels
believe that development may be delayed due to the prese ce of petroleum hydrocarbons in the subsur-
face, as the City of Tracy may require approval from regulatory agencies prior to issuing permits for
development. CPL has entered into agreement with the property owners to work with the appropriate
agencies to obtain closure at these sites thereby simplifying the permitting process for development.
CPL would like San Joaquin County Environmental Health Division's (SJCEHD'S) concurrence on the
.scope of work and approach to obtaining site.closure prior to finalizing the work plan.An order to facili- ..
tate SJCEHD's review of this project, CPL and Geomatrix are requesting a meeting with you and Mr.
Mike Infurna to discuss the following:
• status of work completed by others;
• status of work currently being performed by Geomatri (groundwater monitoring);
• preparation of a work plan and anticipated scope of wc irk to obtain closure;
• developnierit of the parcels in conjunction with performing work to obtain closure;
• reorganizing,oversight.of the project as one site rather than three separate sites; and
• . the anticipated schedule:
Geomatrix Consultants, Inc.
Engineers,Geologists,and Environmental Scientists
