In Phase I,all of Parcel <br /> A and Parcel B, with the exception of a sixty foot strip adjacent of Byron Road, would be developed. <br /> Development of the sixty foot wide strip adjacent to Byron Road (Phase II) would proceed only after a <br /> cleanup effort has been designed and completed and the WQCB has concurred. <br /> In addition to CVRWQCB concurrence,The Department of He alth"Services Toxic Substance Control Program <br /> has authority to make a determination whether land use restrictions or conditions should be placed on the <br /> development of this property (Health and Safety Code Section 25221).
