In my conversation with Ms. Ratliff, she referred me to the land use department and Mr. Miller. Mr. Borges returned my call to Mr. Miller and I discussed with him the issue at hand. My clients , Sunboro Development Corporation-, owns APN 237-170-44 located near Byron Rcdd- and' 0-biral 'Hollow Road, Tracy. Last year, I talked with Ms. Ratliff in order that we might obtain approval from ycur Public Health District to develop the property in Tracy. Ms. Ratliff informed me that we should work with Central Valley Regional Water Quality Control Board to obtain their permission. over a period of approximately the last year, we have attempted to do that. We have been successful in obtaining permission from the Central Valley Regional Water Quality Control Board as set forth in Ms. Vorster's letter to David Ng, which outlines approval to develop the northern parcel . Copies of Ms . Vorster' s letter and our letter of October 12 , 1990 are enclosed.
