I
O Knowledge of the contaminant source and site geology is
essential for evaluating pot ntial routes of contaminant
migration. This information should then guide the
development of a sample plan that adequately characterizes
the type and extent of the contamination, and to locate ;
appropriate and specific sample locations .
I
Once the contaminant source and its status is positively
identified and the extent of contamination is adequately
characterized, a specific course o action may be developed to
mitigate the problem at the site, At such time, it would not be
necessary to do additional sampling in areas of Parcel A or B
which were not likely to be affectecl by the identified source of
contamination. We believe that an investigation of this nature_
y
--: -...-.• --,:wool=d-Apr-ov-e-@t-o--mo-re=ctis-t—effect vend'w-ou1."'better address
the problem at the site.
Several areas in and around the City of Tracy, have been
identified as having similar "bunker" and diesel oil
contamination. At these sites, a point source of the
contamination has been found, usually associated with the past or
present storage, use and/or transport of these oils. As an
initial starting point for the ty e of investigation outlined
above, it would be prudent to closely examine the historical land
uses at the site, and to evaluate past and present use and
transport of these oils, in association with the railroad
right-of--way adjacent to Byron Road.
Thank you for the opportunity to comment on this project. We
hope this information is useful to you. Although the Department
is currently unable to provide direct oversight on this project,
we would appreciate being kept up tc date with the results of the
investigation as it proceeds. If you have any questions or
comments, please contact Scott Flint or me at (916) 920 -7525.
Sincerely, --
Charles A.
