The Mountain House Development Site <br /> #1 project is approximately one-quarter mile to the northwest. <br /> The Site lies within the Byron Road right-of-way (ROW) easement, primarily beneath the <br /> Byron Road highway alignment and within an adjacent alfalfa field. The ROW easement is <br /> approximately 125 feet wide and includes the historical Old Valley Pipeline (OVP) that lies <br /> adjacent the southwest side of Byron Road. The Union Pacific Railroad (UPRR) ROW, <br /> approximately 140 feet wide, is adjacent to the northeast side of the highway and includes the <br /> historical Tidewater Associated Oil Company (TAOC) pipelines as well as the UPRR tracks. <br /> An active refined petroleum product pipeline, the Bay Area Products Line operated by <br /> Chevron Pipeline Company, is within the UPRR easement between the tracks and the <br /> highway. <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the Screening Evaluation report. Additionally, 2001 to 2008 soil and groundwater <br /> project investigation reports in our files, prepared for Chevron by SAIC and other <br /> environmental consulting firms, were reviewed. <br /> According to SAIC's Screening Evaluation documentation: <br /> • Current land use is for agricultural, highway and active pipeline easements, and the <br /> UPRR right-of-way; the future land use will not likely change. A residential scenario <br /> was evaluated as the most conservative estimate of risk associated with exposure to <br /> residual crude oil at the Site. This approach is consistent with the residential land use <br /> scenario described in the California Department of Toxic Substances Control (DISC) <br /> Preliminary Endangerment Assessment (PEA) Guidance Manual.
