(KMEP). <br /> • 24 February 2010 RWQCB Work Plan Request Response, CPL - Mountain House <br /> Development Site #4, Byron Road, San Joaquin County, Califomia (Chevron Letter) <br /> submitted by Science Applications international Corporation (SAIC) on behalf of <br /> Chevron Pipeline Company (Chevron). <br /> The Letters were prepared in response to the Central Valley Water Board staff's <br /> 23 October 2009 letter which stated that <br /> • fingerprint analyses conducted by Chevron have failed to clarify whether the refined <br /> product detected in the vicinity of the active pipelines originated from KMEP or <br /> Chevron, and <br /> • Chevron and KMEP each must submit site assessment work plans 4,y <br /> 30 December 2009. <br /> Both the KMEP and Chevron Letters present arguments denying culpability for <br /> petroleum hydrocarbons resembling jet fuel found in soil and groundwater samples <br /> collected from boring MI-14-6. <br /> KMEP visited and photographed the site in December 2009 and showed that MI-14-6 is <br /> closer to the Chevron's Bay Area Products Line (BAPL) marker than KMEP's pipeline <br /> (KPL). BAPL and KPL are both active. The KMEP Letter further reports that KPL is a <br /> 12-inch line that was installed in 1984, has historically been used to transmit refined <br /> gasoline, diesel, and jet fuel but transported only 4% jet fuel during 2009. <br /> California Environmental Protection Agency <br /> Cc1 Recycled Paper <br />
