During 2001, a <br /> release of non-hazardous crude oil to soil and groundwater was discovered from the historical <br /> Old Valley Pipeline (OVP) and/or Tidewater Associated Oil Company pipelines. From the <br /> early 1900s to the late 1960s the pipelines transported crude oil from Kern County to San <br /> Francisco Bay area refineries. During the early 1940s the OVP was used to transport Bunker <br /> C fuel oil from the refineries to railroad locomotive fueling terminals near Tracy. <br /> The site is approximately 2,000 feet southeast of the intersection of West Byron and Kelso <br /> Roads, five miles northwest of Tracy. Crude oil affected soil and groundwater is present only <br /> beneath the West Byron Road right-of-way easement and the historical OVP which lies within <br /> the easement. Portions of two properties listed on the attached table overlie crude oil affected <br /> soil and/or groundwater. Between 2001 and 2005, soil and groundwater samples were <br /> collected and submitted for analysis by a California certified analytical laboratory. Petroleum <br /> hydrocarbon/crude oil compounds were identified in soil and/or groundwater samples to <br /> approximate depths of less than 30 feet. The vertical extent of crude oil affected soil was <br /> defined by non-detect results for total petroleum hydrocarbons for a sample from a depth of 32 <br /> feet. The area of affected soil is limited, with approximate dimensions of 60 by 75 feet. The <br /> extent of impacted groundwater is slightly larger with approximate dimensions of 90 by 130 <br /> feet. Fuel fingerprint analysis and evaluation confirmed the petroleum hydrocarbons present <br /> were consistent with degraded San Joaquin Valley crude oil. Residual crude oil <br /> concentrations will naturally degrade with time. <br /> In August 2008, the consultant for Chevron Environmental Management Company conducted <br /> an environmental screening evaluation (ESE) based on the anticipated future site use. The <br /> ESE was completed based on a construction/trench worker scenario for maintenance activities <br /> associated with West Byron Road. According to the ESE, the consultant's findings concluded <br /> that the residual concentrations of crude oil remaining at the site are not anticipated to pose a <br /> public health risk. <br /> Details of the site assessments are available to interested parties through the GeoTracker <br /> website (https://geotracker.waterboards.ca.gov/search/casesearch.htm) and Central Valley <br /> Water Board case files.
