Scott Mansholt <br /> Chevron Environmental Management Company <br /> 6111 Bollinger Canyon Road <br /> Rm 3432 <br /> San Ramon, CA 94583 <br /> NO FURTHER ACTION REQUIRED, MOUNTAIN HOUSE DEVELOPMENT SITE #4, BYRON <br /> ROAD, MOUNTAIN HOUSE, SAN JOAQUIN COUNTY, CA <br /> Chevron Environmental Management Company (Chevron) submitted a request for No Further <br /> Action Required (NFAR) determination for Mountain House Development Site #4 (Site). The <br /> NFAR, dated 15 September 2008, was prepared by Science Applications International <br /> Corporation (SAIC) on behalf of Chevron. In addition, an Environmental Risk Screening <br /> Evaluation (ERE), dated 13 May 2008, prepared by SAIC was previously submitted. The Site <br /> is approximately 1 ,900 feet southeast of the intersection of Kelso Road and West Byron Road, <br /> northwest of Tracy, in western San Joaquin County. <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the NFAR and ERE reports and our comments are contained in the attached <br /> memorandum. In a letter dated 20 June 2008, Central Valley Water Board staff concurred <br /> that soil and groundwater affected by crude oil leaks from Chevron's historical Old Valley <br /> Pipeline (OVP) has been adequately delineated and additional characterization is not needed. <br /> According to the findings, crude oil affected soil and groundwater is limited in extent to within <br /> an area of approximately 100 by 125 feet and has been delineated. The delineated area of <br /> affected soil and groundwater lies within the Byron Road right-of-way (ROW), primarily <br /> beneath Byron Road and the former OVP pipeline alignments. The ROW easement is <br /> approximately 125 feet wide and includes the historical OVP that lies adjacent the southwest <br /> side of Byron Road. The Union Pacific Railroad (UPRR) ROW, adjacent the northeast side of <br /> the highway, includes the historical Tidewater Associated Oil Company (TAOC) pipelines and <br /> the UPRR tracks. Additionally, within the UPRR easement and next to the tracks are the Bay <br /> Area Products Line (BAPL), operated by Chevron Pipeline Company, and the Kinder Morgan, <br /> LLC pipeline, both of which transport refined petroleum products. There were no monitoring <br /> wells associated with the OVP issues at this Site. <br /> The future use and Site access is anticipated to be limited to con structionlmaintenance <br /> activities associated with the Byron Road ROW. SAIC conducted the May 2008 ERE <br /> considering that the future use of the Site is not anticipated to change.
