No Further Action Required Detel . <br /> ation -4 - 5 May 2009 <br /> Mountaip House Development 5 4 <br /> Threat to Human Health: <br /> • Vapor intrusion hazard: there is no vapor intrusion pathway. <br /> • Dermal contact hazard: future maintenance excavation within the ROW is possible. <br /> Consequently, the applicable ESLs are for a construction/trench worker scenario. The <br /> concentrations of residual crude oil are below health protection ESLs for <br /> construction/trench workers. The Site is located within the Byron Road ROW easement <br /> and usage of this feature is not expected to change, thus reducing/minimizing potential <br /> human contact with residual TPH compounds remaining at the Site. <br /> Summary: <br /> The TPHc compounds detected in soil and groundwater are highly immobile and limited in <br /> extent, defined in close proximity to the former pipelines, and will continue to attenuate <br /> naturally with time. There are no monitoring wells to be destroyed. <br /> Based on results of the Site investigations/characterizations coupled with the findings outlined <br /> in the 2008 ERE, it is anticipated that the residual crude oil from OVP leaks remaining in soil <br /> and groundwater at the Site would not present a threat to human health for the <br /> construction/trench worker scenario. <br /> Consistent with SWRCB Resolution No. 92-49, alternative cleanup technologies other than <br /> natural attenuation would be infeasible and cost prohibitive since the affected area is beneath <br /> and within, the public roadway ROW. <br /> The Site specific SMP acts as a management reference designating Chevron as the <br /> responsible party if any affected soil or groundwater, attributable to the historical pipelines, is <br /> encountered by construction/trench workers during future utility maintenance work. <br /> There is no assessors parcel number for the Byron Road ROW. The Mountain House <br /> Community Services District (MHCSD) has jurisdiction and responsibility for administration of <br /> activities within the ROW. A copy of the SMP was provided to the MHCSD. <br /> No comments were received during the 30-day public notice period from adjacent property <br /> owners or owner(s) of property(les) determined to have been affected by leaks from the <br /> historical crude oil pipelines. <br />
