During 2001 , a <br /> release of non-hazardous crude oil to soil and groundwater was discovered from the historical <br /> Old Valley Pipeline (OVP) and/or Tidewater Associated Oil Company pipelines. From the <br /> early 1900s to the late 1960s the pipelines transported crude oil from Kern County to San <br /> Francisco Bay area refineries. During the early 1940s the OVP was used to transport Bunker <br /> C fuel oil from the refineries to railroad locomotive fueling terminals near Tracy. <br /> The site is approximately 1,900 feet southeast of the intersection of Byron Road and Kelso <br /> Road, five miles northwest of Tracy. The affected soil and groundwater occurs beneath the <br /> Byron Road right-of-way easement and the historical OVP which lies within the easement. <br /> Between 2001 and 2005, soil and groundwater samples were collected for certified laboratory <br /> analysis. Petroleum hydrocarbon/crude oil compounds were identified in soil and/or <br /> groundwater samples to an approximate depth of 44 feet. The area of affected soil is limited, <br /> with approximate dimensions of 60 by 70 feet, and the extent of impacted groundwater is <br /> slightly larger than the area of affected soil. Fuel fingerprint analysis and evaluation confirmed <br /> the petroleum hydrocarbons present were consistent with degraded San Joaquin Valley crude <br /> oil. Residual crude oil concentrations will naturally degrade with time. <br /> In 2008, the consultant for Chevron Environmental Management Company conducted an <br /> environmental screening evaluation (ESE) based on the anticipated future site use. The ESE <br /> was completed based on a construction/trench worker scenario for maintenance activities <br /> associated with Byron Road. According to the ESE, the consultant's findings concluded that <br /> the residual crude oil remaining at the site is not anticipated to pose a public health risk. <br /> Details of the site assessments are available to interested parties through the GeoTracker <br /> website (httpsalgeotracker.waterboards.ca.gov/search/casesearch.htm) and Central Valley <br /> Water Board case files.
