Staff in the Regional Water Board's Fresno office oversees Chevron <br /> Environmental Management Company's (Chevron's) investigation and cleanup of the <br /> Old Valley Pipeline (OVP), which carried crude oil from Bakersfield to Chevron's <br /> refinery in Richmond from the early 1900s to the 1970s. <br /> In November 2005, Chevron conducted soil and groundwater sampling at Mountain <br /> House Development Site #4 (MH Site #4), which is about 3,000 feet southeast of the <br /> intersection of Byron Road and Kelso Road about five miles northwest of Tracy in San <br /> Joaquin County. Chevron issued a soil and groundwater investigation report (Report) in <br /> May 2006. Based on the Report, the investigation found evidence of refined product in <br /> the groundwater. Specifically, grab groundwater sample MI-14-6 contained total <br /> petroleum hydrocarbons as gasoline (TPHg) at 2,400 micrograms per liter (pgIL) and <br /> TPH as diesel (TPHd) at 130,000 pg/L. <br /> As shown on the attached Figure 5 from the Report, there are two active petroleum <br /> pipelines in the vicinity of MH Site #4, the Chevron Pipeline Company (CPL) Bay Area <br /> Products Line and the Kinder Morgan Energy Partners (KMEP) pipeline. These <br /> pipelines both transport refined fuel, so both are possible sources of the TPHg and <br /> TPHd found in the groundwater. <br /> As a first step in identifying the source of the refined fuel in the groundwater, Regional <br /> Water Board staff request that CPL and KMEP check their respective pipeline integrity <br /> records to determine if there have been any leaks detected in their active pipelines in <br /> the vicinity of MH Site #4.
