Mr. C.Dean Hubbard--RWQCB
May 15,2007
• SAIC reviewed potential non-crude oil sources that could explain the elevated
concentrations of TPHg. The Kinder Morgan Energy Partners (KM)pipeline and the Bay
Area Products Line(BAPL), which both convey refined petroleum products, are in the
vicinity of sampling locations MH 1-19 and MH 1-24. However, although elevated TPHg
were found at MH1-19 and MH 1-24, non-detectable or low benzene, toluene,
ethylbenzene, and total xylenes(BTEX) concentrations in soil and groundwater were
reported. BTEX are significant constituents of the refined petroleum products
transmitted in the KM pipeline and the BAPL, and are minor constituents of crude oil
rarely detected at OVP or TAOC sites. The absence of BTEX suggests that the KM
pipeline and the BAPL are not sources of affected soil and groundwater at the site.
• Based on the absence of non-crude oil sources, proximity of the OVP and TAOC
pipelines to the affected area, high TPHc levels in soil, chromatogram patterns consistent
with TPHc, and overlapping carbon ranges of the test methods, crude oil is probably the
petroleum product represented by TPHg and TPHd levels in groundwater samples.
A copy of an email containing Lancaster's and ETC's comments is enclosed.
In the ERE report, SAIC recommended that a plan be developed in the event that affected soil or
groundwater is encountered during future site construction activities. A Soil and Groundwater
Management Plan will be submitted to the RWQCB by July 31, 2007, for your review.
If you have questions, please call Jeff White at(510)466-7178 or Mike Hurd at(510) 466-7161.
Sincerely
SCIENCE APPLICATIONS INTERNATIONAL CORPORATION
(4.
Jeffr to Michael Hurd, CHG 0068
Senior Project Manager Senior Project Manager " ,''
3
Enclosures:
Email documentation qg
' > _-- •.
cc: Michael Jenkins–SAIC ti'-t`'
6 c.
M.
