Scott Mansholt - 5 - 4 May 2007 <br /> Mountain House Site #2 <br /> Based on our review, Regional Water Board staff has the following comments: <br /> The site-specific "Soil Management Plan" (SMP) needs to be provided. The SMP <br /> should include names, phone numbers, schedule, etc. and plans describing the <br /> notification process and the mechanism for implementing any future cleanup activities <br /> when petroleum-affected soil is encountered. <br /> A document needs to be provided that can serve as a "land covenant" that states the <br /> following: 1) "(...description of property)"... has been impacted by leaks of <br /> nonhazardous crude oil from the historic crude oil pipelines; and, 2) the installation of <br /> domestic/commercial-use water supply wells within area(s) of petroleum-affected <br /> shallow groundwater aquifer is prohibited. The covenant needs to be filed with the <br /> appropriate county agency. <br /> By 1 November 2007, please submit a schedule for completing a site-specific Soil <br /> Management Plan and the tasks outlined above. Regional Water Board staff cannot consider <br /> a "no further action" request until the SMP has been submitted for review and consideration <br /> and the other tasks have been appropriately addressed. <br /> If you have any questions or comments, please contact Dean Hubbard at (559) 445-5179. <br /> SHELTON R.
