M. Scott Mansholt
Mountain House Site #1 5 26 March 2007
Based on our review, Regional Water Board staff has the following comments.-
• The report did not evaluate or determine if the TPHg at 6,400 pg/L reported in
groundwater may be due to interference caused by elevated TPHd concentrations
reported in soil. Clarification is needed.
A time schedule for submitting a site-specific "Soil Management Plan" (SMP) needs to
be provided. The SMP must include names, phone numbers, schedule, etc. and pians
describing the notification process, the mechanism for implementing any future cleanup
activities when petroleum-affected soil is encountered.
By 15 May 2007 please submit an amended report addressing the items outlined above.
Regional Water Board staff cannot consider no further action until the SMP has been
submitted for review and the matter of TPHg reported in groundwater is addressed.
If you have any questions or comments, please contact Dean Hubbard at (559) 445-5179.
SHELTON R.
