In a <br /> memorandum dated 22 July 2004, Regional Board staff issued the Notice of Applicability(NOA) of the <br /> Order for the discharge of treated groundwater at one location near the construction site. <br /> The Monitoring and Reporting Program (MRP) specifies that annual reports shall be submitted by 30 <br /> January of each year and quarterly reports shall be submitted within 30 days after the end of each <br /> calendar quarter. <br /> The third quarter 2004 groundwater sampling and monitoring report is more than 30-days overdue, in <br /> violation of the Order.
