Box 6012 <br /> San Ramon, California 94583-2324 <br /> WORKPLAN REVIEW--MOUNTAIN HOUSE SITE#3, MOUNTAIN HOUSE, SAN.10A UIN <br /> COUNTY Q <br /> We have reviewed the Workplan for Soil and Groundwater Investigation, Mountain House Site#3, <br /> submitted by Geomatrix Consultants, Inc. on behalf of ChevronTexaco. The workplan proposes <br /> collecting additional soil and groundwater samples in the vicinity of crude oil poIIution previously <br /> identified in four of 16 borings completed at the site. Elevated concentrations of petro lerings. <br /> um <br /> hydrocarbons were reported in soil and groundwater samples collected from the four bo <br /> Petroleum-impacted soil was observed at the maximum depth investigated, 46.5 feet and free phase <br /> petroleum on groundwater was reported in three of the borings. Depth to groundwater was between 5.5 <br /> feet and 13.5 feet below ground surface. Site #3 is located at the southeast intersection of Byron Road <br /> and Mountain House Parkway, northwest of the City of Tracy, in western San Joaquin County. <br /> According to our files, the initial discovery of petroleum hydrocarbons in soil and groundwater was <br /> confirmed attributable to leaks from the Old Valley Pipeline (OVP) that had existed on the Mountain <br /> House site. According to the Consistent Technical Approach (CTA) to Site Evaluation and Decision- <br /> Making document for Old Valley Pipeline Sites-Central Valley Region, once a leak associated with the <br /> OVP is confirmed, the lateral and vertical extent of soil and groundwater impacts will be systematically <br /> characterized in a timely manner to be protective of water quality. <br /> ChevronTexaco needs to complete characterization of the lateral and vertical extent of pollution in soil <br /> and groundwater in order to reduce/eliminate and/or identify potential risks to human health and the <br /> environment. <br /> Regional Board staff understands that portions of Site#3, in close proximity to the former OVP, are <br /> being considered for possible development with private residences, schools, underground utilities, and/or <br /> retail stores.
