The purpose of this transmittal is <br /> to familiarize you with the overall approach and schedule of the environmental investigation activities <br /> that will be performed in the Mountain House area and to provide you with a sample of the typical <br /> work plans that will be prepared during these investigations. <br /> Chevron Environmental Management Company(ChevronTexaco)requests your concurrence that the <br /> Mountain House environmental activities can be performed under the self-directed program discussed <br /> between the California Regional Water Quality Control Board, Central Valley Region (RWQCB); <br /> San Joaquin County Public Health Services, Environmental Health Division (SJCPHS-EHD); and <br /> ChevronTexaco in 2001. It is ChevronTexaco's understanding that this self-direction will allow <br /> investigation activities to take place without RWQCB staff approval for incremental work plans <br /> provided that activities are performed in accordance with the October 2001 Draft Consistent Technical <br /> Approach (CTA). Any subsequent changes to the CTA will be incorporated into the Mountain House <br /> project. <br /> Copies of work plans and data summaries will be provided to you or a designated RWQCB staff <br /> member for informational purposes only. Lateral and vertical delineation of affected soil and an <br /> evaluation of potential affects to groundwater will be performed. After a human health risk <br /> evaluation has been approved through the Voluntary Cleanup Program of the Department of Toxic <br /> Substances Control, a summary for each site will be provided to your office for review and approval. <br /> ChevronTexaco and Trimark Communities, the master developer of Mountain House, request a <br /> meeting or conference call with you and SJCPHS-EHD staff to discuss and kick-off the weathered <br /> petroleum-hydrocarbon environmental investigations activities for the Mountain House sites.
