Dean Hubbard t <br /> Senior Engineering Geologist Engineeri Geologist <br /> DATE: 12 November 2008 SIGNATURE: t <br /> SUBJECT: REVIEW— SOIL AND GROUNDWATER INVESTIGATION REPORT AND <br /> WORKPLAN FOR AN ADDITIONAL INVESTIGATION, MOUNTAIN HOUSE <br /> DEVELOPMENT SITE #6, MOUNTAIN HOUSE, SAN JOAQUIN COUNTY ' <br /> Chevron Environmental Management Company (Chevron) submitted a Soil and Groundwater <br /> Investigation Report and a Workplan (Workplan) for additional investigation, dated 24 July <br /> 2008, for Mountain House Development Site #6 (Site). The Site is defined as approximately <br /> one-half mile in length and 300 feet wide along West Byron Road, in an area of agricultural <br /> land and one rural residence with associated out-buildings. I have reviewed the referenced <br /> document, prepared for Chevron by Science Applications International Corporation (SAIC), <br /> and my comments are provided below. <br /> The Site includes the historical Old Valley Pipeline (OVP) and Tidewater Associated Oil <br /> Company (TAOC) pipelines which transported crude oil. The historical pipelines were used by <br /> Chevron predecessors from the early 1900s until removed from service in the late 1960s or <br /> early 1970s. It is unknown whether the historical pipelines remain in place or have been <br /> removed. The former TAOC lines are within the Union Pacific Railroad (UPRR) easement on <br /> the northeast side of West Byron Road. A portion of the OVP is adjacent to the southwest <br /> side of West Byron Road, but, near the middle of the Site, the OVP crosses to the northeast <br /> edge of the road and then back to the southwest side at the northwest end of the Site. <br /> There are two active refined product pipelines within the UPRR right-of-way easement: 1) the <br /> Bay Area Products Line (BAPL), owned by Chevron Pipeline Company, located near the <br /> former OVP, and 2) the Kinder Morgan Energy Partners, LLC (KM) pipeline is nearby, but for <br /> security reasons, a detailed location was not provided. <br /> BACKGROUND <br /> In conjunction with the current investigation, I also reviewed the 2001 Condor Earth, Inc. <br /> (Condor) - Chevron Pipeline Easement Assessment Report conducted in the Mountain House <br /> area along the southwest side of West Byron Road. Condor's 2001 report referenced <br /> Mountain House Sites #1 through #6 that are presently being investigated by Chevron as <br /> individual sites. According to the report, 14 of the borings completed on the Site were along ' <br /> the southwest side of the road, near the former OVP.
